I'm sitting in Ray Scott's office with a group of people talking of issues about building ponds. He is upset about how heavily regulated we are. One of his neighbors has been scrutinized too much and he's upset about it. He is seeing too many people going through too much to build a family fish pond. He wants to do something about it.
