I know Rotenone kills only Fish, Things with Gills.
Question is, if a fish is spawning, More particularly Gizzard shad and common carp. Will it also kill their eggs

No...Rotenone collects on the gills and suffocates.. I don't believe it will inhibit O2 to the eggs but I can't confirm that.

It is true that rotenone enters through the gills, but it does not block oxygen from getting to the cells. Rather it prevents the cells from using that oxygen for biochemical respiration process. Rotenone is also insecticidal.

So does it also kill the eggs if these fish are spawning

It would have to be a super high concentration around the egg to kill it, otherwise, no, it would not.
