The local koi and pond store near me sells lily pads etc. They have a big vat of this eel grass. This is as tall as it gets. any one know what it might be. I assume some sort of dwarf eel grass. I'm going to guess its hard to tell from this one pic alone? I am thinking of trying to see if will spread and cover the bottom. Any one familiar with it?

Plant it in a decent sized container and see how tall it grows in one full summer.

The guy I got it from had it growing out in a giant vat. I saw it last year but finally got some from him. It never gets any taller than it is shown from what I can tell.
I have it planted on a big cat litter pan in my above ground pool to test things out. It is spreading out but not getting any taller than this.
was curious if dwarf eel grass even exist ?

Google image search suggests it is an invasive plant and teams of volunteers are going out to pull it out by hand. You might want to get the exact plant ID (genus/species) and then research it some more.

FWIW it looks like the Dwarf Sagittaria I tried to get started in my pond last year before I put in the erosion control. Mine died out I'm pretty sure do to not enough light in the muddy water. http://www.aquaticplantcentral.com/forumapc/plantfinder/details.php?id=77
