If the guy wanted to build a pond, why did he buy a property that has restrictions against building it? That's just negligent... I must have missed that in the article. Here's a quote from it: "Andy Johnson, of Fort Bridger, Wyoming obtained a state permit before building the stock pond in 2012 on his sprawling nine-acre farm for a small herd of livestock."
