Since you have a blank slate, is it possible to alter the course of the junk coming in from the neighbor?

I don't like to answer a question with ambiguity, but I don't know. I don't know the answers to any of the questions that you posed. LOL.
The overflow from the neighbors pond goes under the road in a pipe and dumps out on my property right at the road. It flows through that mucky area and goes into my pond.
