For that, all you need is a dirt guy. Since you're going to be using a liner, they don't have to know about compacting soils to hold water. Visit your counties NRCS office if you don't get any replies here. They should have a list of "pond builders" on file. Ask them if they were to have a pond dug, who would be the 3-5 guys that they would call for estimates. http://www.nrcs.usda.gov/wps/portal/nrcs/site/national/home/ Upper right corner is where you look for state offices.
