You're in New York? I think, like redears, threadfin shad don't tolerate the super cold winters you would experience. Consider golden shiners. In theory, your idea works, however, not a lot is known yet about hybrid crappie's reproductive tendencies. And you may want another predator, like walleye, to help control the golden shiners population. Not sure stocked-only fish like wipers and hybrid crappie would be able to keep up with a rapidly reproducing population of golden shiners. Maybe they would if stocked in relatively high densities.
