How much head is on the valve? What size is it? What type of draw down system is it? Where is it located (back side of dam)?

Does it have a memory stop on it that may have gotten out of adjustment that is keeping it from opening? Dan

To answer your questions in order.30 feet deep,10" dia.not sure what you mean by type of draw down and it is located in the overflow at the bottom of the lake in front of the dam.Ihave seen the valves on dezurik site but hard to find anything on the actuator.memory stop has never been changed but I will check it. thanks

Have you called the manufacturer?
It's not about the fish. It's about the pond. Take care of the pond and the fish will be fine. PB subscriber since before it was in color.
