I am going to have to agree with Don #2. Snails just seem to show up... For example, the pond I am constructing right now was just a dry barren hole last spring... bone dry... once we had some rain in the area and the springs started flowing again the snails started showing up... lots of them.. even with only mere traces of water and no visible vegetation. Just from previous experience I figure that a few months after you get some weeds establishing themselves you will find snails in just about every handful of weeds you pull out. (I also believe that snail eggs may be distributed on the feet/bodies of pond birds...)
