Not sure about skeeters but we have Buffalo Gnats. When they bite it raises huge bumps that itch like crazy. A Pro fisherman friend recommended a mix of 1/2 imitation vanilla extract and 1/2 water. Mix it in a spray bottle and spray hat, arms, face, etc. It works and is cheap.

Not sure what it would do for bears though.
