I am look for good reading material on setting up hatcheries.

At least where I live, I'd start with a call to the Extension Service. From my experience, most of the Land Grant University Extension Services have multiple aquaculturists and fisheries biologists who have serious passions for helping people with questions like yours.
If that doesn't get you heading in the right direction, I'd contact Pond Boss's very good friend, Dr. Dave Willis at South Dakota State University. I doubt anybody knows more than Dr. Dave about raising fish of all kinds in South Dakota.
