I am seeing what appears to be spawning beds. Not sure what the water temp is but air temp has been 18 to 22 degrees at night, so wouldn't think water temp could be too high. Do fish normally start making beds a while before they spawn?

Like Sunil said are you sure they are not from last year? Maybe you are just seeing them due to increased water clarity, lower water levels etc.?

Probably bluegill beds from last year. To cold for new ones.

Unless you see fish actively working them, I'd say they are old ones...
